  1. David Francis  Thomas, the head isn't flattened dorsoventrally and there's no piercing mouthparts, so I don't think it's a Louse Fly. It looks like a "Mushroom Fly", Heteromyzidae: Tapeigaster? http://natureshare.org.au/observations/53b39857e35eb1298401021c?species=Tapeigaster+luteipennis
